What an oversight committee does
A committee is a small group of members chosen by the House to look at one subject in detail. The UK House of Commons Public Accounts Committee says it examines the value for money of government projects, programmes and service delivery. It draws on the work of the National Audit Office to hold government officials to account for the economy, efficiency and effectiveness of public spending 2.
Committees can require evidence. In South Africa, the Constitution lets the National Assembly or any of its committees summon any person to give evidence under oath or affirmation, or to produce documents, and require any person or institution to report to it 6. In The Gambia, the Constitution gives Assembly committees the powers of the High Court for enforcing the attendance of witnesses and the production of documents 5.
Where the evidence comes from
Public accounts committees usually start from the auditor-general's report. Ghana's Parliament says its Public Accounts Committee is mandated by the Constitution to examine the Auditor-General's report on Ghana's public accounts 4. The Constitution of The Gambia gives the National Assembly power to examine the accounts and expenditure of the government and other publicly funded bodies and the reports of the Auditor General on them 5.
In Kenya, the Public Accounts Committee is set up under Standing Order 205 and examines the accounts showing the appropriations of the sum voted by the House 3. A separate Public Investments Committee under Standing Order 206 examines the working of the public investments 7. In Uganda, the Chair told the House on 12 October 2023 that Article 163(5) of the Constitution requires Parliament to debate, consider and take appropriate action on reports of the Auditor-General within six months 8.
From hearing to report
After hearings, the committee agrees a report. In the UK House of Commons, the findings of departmental committees are reported to the House, printed and published on the Parliament website 1. The report lists conclusions and numbered recommendations addressed to government departments or public bodies.
Committee make-up varies. Kenya's Public Accounts Committee has a chairperson and up to sixteen other members 3. Ghana's committee has a chairperson, ranking member, vice chairperson, deputy ranking member and up to twenty-one other members. Its chairperson comes from the opposition, and the ranking member takes the chair when matters relate to the chairperson's own party's administration 4.
What a recommendation is and is not
A recommendation is the committee's advice on what the government or a public body should do. It is not a judgment. This site never treats a recommendation as a finding of wrongdoing. Each record quotes the committee's own wording. Where a committee says its finding comes from an audit, the record checks the audit and says if the wording differs.
What happens next depends on the parliament. In the UK, the government has undertaken to reply within two months and ministers can ask the committee for more time 1. In Uganda, Parliament refers adopted reports to the finance ministry for a Treasury Memorandum on action taken 9. The next page in this section covers those replies.

- Parliament and committee, report title and date.
- Each recommendation, numbered as in the report.
- The government response, such as a Treasury Minute, executive response or cabinet memo, with its date.
- The outcome as of the date checked: Implemented, Partly implemented, Not implemented, No public response or Pending.
- A source for each outcome, or the words No public record found as of the date checked.
