Parliament Follow-up

Why recommendations go unimplemented

Last checked: 22 October 2026 · How follow-up works

Official records point to several stages where follow-up stalls. Government replies can arrive late, as a UK committee recorded in 2008 1, and the UK Public Accounts Committee lists some responses as overdue 2. Parliaments can fall behind on audit reports, as Uganda's Speaker said in January 2023 3. After adoption, agencies may not act, a problem Ghana's government named in its open government plan 4. This page sets out what each source says, with dates, and does not assign blame.

Late government replies

A reply is the first step. In January 2008 the House of Commons Public Administration Select Committee said the Cabinet Office had consistently failed to reply to its recent reports within two months, and that in two cases it waited more than a year 1. The committee said delay could sometimes be justified, for example where several departments must contribute 1.

The UK Public Accounts Committee home page tracks the status of each response. On the date checked it listed the response on the Access to Work scheme as overdue since 12 August 2026 2.

Backlogs in parliament

Follow-up can stall before the government is asked to act. On 18 January 2023 Uganda's Speaker said the Commissions, Statutory Authorities and State Enterprises committee had considered four of the 107 entities audited by the Auditor-General. The Speaker said the six months under Article 163(5) of the Constitution had passed and the reports were not ready 3.

On 12 October 2023 the Chair told Uganda's House that the deadline given to accountability committees to meet the Article 163(5) requirement was 10 October 2023, and that it had passed 5.

Weak action after adoption

Ghana's 2021-2023 open government action plan included a commitment to strengthen implementation of audit recommendations. Its problem statement said some ministries, departments and agencies fail to implement recommendations in the committee's report 4. The Finance Minister issued Audit Recommendations Implementation and Follow-Up Instructions on 30 June 2023. Ghana's self-assessment reported 54 percent implementation of audit recommendations as of June 2023 4.

Ghana's committee chair, Abena Osei-Asare, said in August 2025 that where recommendations are not followed the committee may invite the Attorney-General and Minister of Justice to take appropriate action, as reported by the Daily Graphic 6.

Gaps between questions and answers

In Kenya, the National Assembly changed its Standing Orders in March 2023 so Cabinet Secretaries answer questions in plenary. Parliament's own news report said members had complained about delays and blame-shifting when answers came through committees. The new rules cut the time to answer a question from 30 days to 14 days 7.

How this site handles gaps

  • A recommendation with no reply on record is marked No public response, with the date checked.
  • A reply that promises action with no later evidence is marked Pending.
  • Each outcome cites a source, such as a progress report 8, Hansard or an auditor-general follow-up report.
  • Where no source exists, the record says No public record found as of the date checked.

Common questions

Does an unimplemented recommendation mean someone did wrong?

No. A recommendation is advice. This site records whether it was acted on and cites the source for each outcome.

How common are late UK replies?

This site has no overall count. The Public Accounts Committee home page shows the status of each response, including overdue ones 2.

What did Ghana do about follow-up?

The Finance Minister issued Audit Recommendations Implementation and Follow-Up Instructions on 30 June 2023, according to the Open Government Partnership record 4.

What deadline applies in Uganda?

Article 163(5) of the Constitution, as cited in the House, gives Parliament six months to act on Auditor-General reports 5.
