Tanzania: Bunge public accounts committees and resolutions

Last checked: 22 October 2026 · By parliament

Tanzania's Bunge examines the Controller and Auditor General's reports through three standing committees. The Public Accounts Committee (PAC) and Local Authorities Accounts Committee (LAAC) sit among committees overseeing public funds, and the Public Investments Committee (PIC) is a cross-sector committee 1. Their reports are published on the Bunge website 2. The House then adopts resolutions, some of which require the Government to report back, such as every three months in a November 2022 PAC set 3. The Bunge website has a Hansard page 8.

The three accounts committees

The Bunge lists the Public Accounts Committee (Kamati ya Hesabu za Serikali) and the Local Authorities Accounts Committee (Kamati ya Hesabu za Serikali za Mitaa) under standing committees that oversee the use of public funds. It lists the Public Investments Committee (Kamati ya Uwekezaji wa Mitaji ya Umma) among cross-sector committees 1.

In the February 2023 edition of the Standing Orders, the Eighth Schedule sets out the functions of PIC at paragraph 11, PAC at paragraph 13 and LAAC at paragraph 14 6. A new edition was published as Supplement No. 35 to the Gazette dated 29 August 2025, GN No. 538 of 2025 7. Its table of contents places the PIC functions at paragraph 11 of the Eighth Schedule 7. This site has not confirmed the full text of the functions in either edition, as of 22 October 2026.

Committee reports

The Bunge's standing committee reports page lists, for PAC, a report on the CAG's audit reports for central government and public entities for the financial year ended 30 June 2023, uploaded in October 2024, and an annual activities report for February 2024 to January 2025 2. LAAC has matching reports on local government authorities. PIC has a report on public investment for 2022/2023 and an opinion on the Public Investment and Special Economic Zones Bill, 2024 2.

Under Kanuni 46(7) of the 2025 Standing Orders, reports of a standing committee submitted to the Bunge are allocated time for debate without a motion being moved 7. Kanuni 46(8) says reports that a law directs to be submitted to the Bunge are to be discussed by the relevant standing committee 7.

How the Government is asked to respond

Committee proposals become Bunge resolutions (maazimio), which are published on the resolutions page 4. The PAC resolutions on the CAG reports for the year ended 30 June 2021 are dated 5 November 2022 and contain 14 proposed resolutions 3.

Resolution 13 in that set says that "Katika kipindi cha kila miezi 3 Serikali ihakikishe inawasilisha Bungeni taarifa ya utekelezaji", meaning the Government is to submit an implementation report to the Bunge every three months, on performance audits of HESLB, the Mineral Commission, TANROADS and BRELA 3. Resolution 10 asks for a payment plan for debts owed to social security funds to be presented before the end of the 2021/2022 financial year 3.

The 2025 Standing Orders text reviewed by this site contains no general rule setting a deadline for a Government reply to a committee report 7. This site has not found a published series of Government replies to PAC, LAAC or PIC resolutions, as of 22 October 2026.
